Canada Express Entry (FSW + CEC)

Canada Express Entry is a points-based immigration system managing applications for permanent residence. It is the primary pathway for skilled workers immigrating to Canada, including the Federal Skilled Worker Program and Canadian Experience Class.

Overview

Express Entry is an online system that Immigration, Refugees and Citizenship Canada (IRCC) uses to manage applications for permanent residence under three federal economic immigration programs. It is not a visa itself — it is a pool-based system where candidates create profiles, receive a Comprehensive Ranking System (CRS) score, and wait for an Invitation to Apply (ITA) for permanent residence.

Canada conducts regular draws from the Express Entry pool and invites the highest-scoring candidates. Once you receive an ITA, you have 60 days to submit a complete permanent residence application.

The Three Programs

Federal Skilled Worker Program (FSW):

  • No prior Canadian experience required
  • Requires at least 1 year of continuous full-time (or equivalent part-time) skilled work experience in the past 10 years
  • Requires CLB 7 English (IELTS: 6.0 in each band) or French equivalent
  • University degree or vocational training required
  • Most accessible for internationally qualified professionals with no Canada ties

Canadian Experience Class (CEC):

  • Requires 1+ year of skilled work experience in Canada within the last 3 years
  • No education requirement (though it affects CRS score)
  • Designed for temporary foreign workers and international graduates already in Canada

Federal Skilled Trades Program (FSTP):

  • For qualified tradespeople
  • Requires 2 years of skilled trade work experience and a job offer or provincial certification

Typical cutoff scores (without provincial nomination or arranged employment):

  • FSW draws: approximately 480–510
  • Category-based draws (healthcare, STEM, French, trades): often lower (420–470)

Category-based selection

Since 2023, IRCC conducts targeted draws for specific occupations or language skills. Current categories include:

  • Healthcare occupations
  • STEM occupations
  • Trade occupations
  • Transport occupations
  • Agriculture and agri-food
  • Strong French language proficiency

Israeli tech and engineering professionals often qualify under STEM draws, which may have lower cutoffs than general draws.

Steps

  1. Take language tests — IELTS or CELPIP for English; TEF Canada for French. Scores valid for 2 years.
  2. Get your credentials assessed — World Education Services (WES) is the most common organization for ECA (Educational Credential Assessment). Takes 7–20 weeks.
  3. Create an Express Entry profile on the IRCC portal
  4. Calculate your CRS score and enter the pool
  5. Receive ITA when your score meets or exceeds the cutoff in a draw
  6. Submit complete PR application within 60 days of receiving ITA
  7. Processing: typically 6 months from complete application submission
  8. Receive COPR (Confirmation of Permanent Residence) and land in Canada

Provincial Nominee Program (PNP)

Each Canadian province runs its own immigration streams. A provincial nomination adds 600 CRS points, effectively guaranteeing an ITA in the next draw. Popular PNPs for skilled workers:

Costs

  • IELTS test: ~$300
  • WES credential assessment: ~$300
  • PR application fee: CAD $1,325 per adult (Right of Permanent Residence Fee included)
  • Biometrics: CAD $85 per person

Path to permanent residency

Express Entry directly grants permanent residence — there is no temporary step. After 3 years of physical presence in Canada as a PR, you can apply for citizenship.
